GTX 960 $65 cheaper than R9 380, worth it?

2GB 960? Hell no
4GB 960? Possibly as long as you are going to upgrade within a year or two since DX12 does not favor the 960 at all.

Also, give us prices on all 380s and 960s. If buying from the US there are 380s for 170$

if they have the same vram, maybe its worth it if you dont play the latest games

 

since 380 outperforms the 960 in DX12 titles by a significant margin

and the 380 outperforms the 960 more often than not in dx11 titles

 

but if your processor isnt that strong is near being a bottleneck, the 960 will be better for you as AMD cards have higher cpu overhead

 

but if its $65 cheaper for the same amount of vram

i'd say grab it lol

I'm currently using the i5-3330, and fyi this card is not for me, it's for a friend of mine who's going to join dark side of gaming *cough* console *cough*, so I'm trying to convince him with something that will fit (near) the price of a console

No. R9 380 or 960 4GB. the 370 is substantially weaker.

again, this is a build suggestion for my friend, and I can't really go with pcpartpicker format since the price in Indonesia and US is waaaaaaaay.... different (here is more expensive)

the R9 380 is 15% ahead of the 960 in DX11 and 30-40% ahead in DX12. Your call.

380X is 25% above a 960 in DX11 and 50-55% above it in DX12. YES, TAKE IT

if its not just a 10% bump then i guess 2gb vram is fine...?

you'll have to turn down game effects and what not though

okay so... my friend is currently using the following things:
AMD Athlon 64 X2 5200+

some random 2gb RAM

NVIDIA GT640

 

and that's about it.... PSU is well.... you know what you'll expect

 

so, will it bottleneck the GPU and what parts can be saved (definitely the RAM but I don't really know what version of DDR that is, anyone know what DDR that CPU will be using? )

That's DDR2 - he needs to replace it all. None of it is usable nowadays.
