not sure what the state of GPUs are right now but I've read that the 390x can perform well enough against the 980 because of dx12, so I would say 390x, also 8gb vram

just get one you like best... aftermarket cooler isnt going to vary much

 

if you dont care about looks, the xfx or msi or sapphire are all great

-sigh- feeling like I'm being too negative lately

Well the 390x has a 275 watt TDP so it depends on the rest of your system.

A 550 Watt 80 Plus Gold might be a bit tight, I believe it has a little more TDP than the GTX 980 Ti and they recommend a minimum of 600 Watt for that one.

Well the 390x has a 275 watt TDP so it depends on the rest of your system.

Rest of my system no problem

 well if you're upgrading, I suggest getting a higher wattage PSU. ~650 watt maybe? just a little bit more headroom
