Need recommendations for a budget UE4 build

Hi LTT!

 

A friend of mine recently got into game development in UE4, and now wants to build a PC primarily for it. He has a budget of around 1000-1100$ excluding the monitor which he'll get extra, but the 1000-1100$ are for the PC only. So can you guys send me a few part lists with a good setup for this type of PC because I don't know how to make a good one myself. Thank you everyone!

It's plenty powerful with a 4 core 8 thread CPU for compiling games, and a powerful NVIDIA GPU for 3D modeling as well as testing out the games he's created. It's also got a SSD for main applications to load quickly as well as a 2TB HDD to hold older revisions and etc. Also should be incredibly quiet and stay very cool.
