Your best option is to buy used. Even then, your budget isn't going to cut it.

I really recommend you to save up more. $200 is simply not enough for a gaming PC.

Seriously, you're not getting a good gaming pc with good cpu and overclockability for $200. What games do you plan to play?

Well sure, you can play Dota 2 and League of Legends with that cpu, and CS Go, but Crysis 1 would be too much even...

I'd recommend $350 for the bare minimum to build a PC, and even that will land you with an Athlon x4 860k/Athlon x4 845/Pentium G3258/Pentium G4400- none of which are particularly future-proof. Due to optimization, consoles are inherently more future-proof than a gaming PC at the same price point, and like @huilun02 said, I'd recommend getting a used console at that price point- I'm pretty sure you can snag a used PS4 or Xbox One for about $200-250.

For a gaming PC, this is the bare minimum I'd recommend. Anything less and you're simply going to be better off with a console.

pump up that Dell

Cpu: Xeon E5450, for 30€

a very good PSU 50€

4  gb of ram less than 15€

other 105€ for the graphic card

for 200€ is the only way you can play games.

of course you can sell it, but ebay and paypal will take their part, shipping costs are huge for a complete pc, you will sell 1tb hd too , have you got more hdd?  and you have to see if people will buy it for 150.. etc.. so the original 150 will be only a dream.

for me is a better choice to upgrade that dell, and then when you wanna more power, sell it by putting on the original PSU/GPU.

that Xeon is not slower than the Pentium G, you don't have to buy new motherboard and ram, that are not even last gen, 1155 and ddr3, and you will have more money for the GPU.
