i would say 600W PSU and a more expensive graphics card  also 2x8GB for RAM, i see no need to go with skylake here because its more expensive, and thats more cash to spend on a GPU, the CPU is good enough anyway

If you are going for a black and white build, (based on mobo choice.) the CRYORIG H7 is perfect for that with it's black shroud on top, and casement but white fanblade.  This, is combined with excellent performance that beats the Hyper212.

well you first mentioned that you didnt want to overclock, so i obliged and gave you the best value chip thats not overclockable

 

edit: well its your money, so i guess this is as much as i can say lol
besides, getting more opinion from people is great as well

 

additional info: if you wanna go overclock, might as well go z170 platform, but you might have to drop the blue and white build, there not many colourful ram at ddr4 as it is at ddr3

the xeon 1231 v3 is similar to an i7 4790, but without integrated graphics (you dont need it since you have a gpu)

the best part about it is its priced like an i5, so its a really good value

 

performance wise, it performs like an i7 in games and editting

 

the only downside is that you cant overclock it
