if youre connecting to your server from a local network you use the 192.168 one, if you are connecting from outside your house (like yours friends) then you use the external one

ok. DO i put in my public IP in the server (where it says IP address) or my router assigned IP in said IP address box. And i give them my public IP right?

in the server text file you put the 192.168 one

 

for your friends, you give them the public ip (also I think they dont need to put :25565 because thats default)
