Is a quality 500W psu good enough to maintain a GTX 980ti

Well I talked to Zotac about that and they really recommend using a 600W PSU ^^

Depends on the rest of the system. In general, yes, it should be enough. (assuming you're not running something like a 9590).

Pcpartpicker won't tell you an accurate representation of the load wattage. Just calculates the tdp.

A 500 Watts will be plenty enough to power pretty much any system with a GTX 980ti. This is with an Intel 4960X and everything.

Should be plenty. Just make sure the PSU is actually a good one, and has all the cables you need.

i check some 980ti reviews, they dont get over 400W in 1440p, with an 4790k though... if your psu is gold or more, should be fine

Yes. That is enough. Just make sure not a cheap brand or model. 

Your CPU is not going to use much over 65W even when overclocked, so you have lots of space for your GPU.

I have been able to run SLI GTX 980s (At ~1500MHz) with my Overclocked 3570K on my 650W PSU and that was fine for it. 

5800X3D - RTX 4070 - 2K @ 165Hz

No it's not. TDP stands for thermal design power, and it means that whatever you are using to cool your GPU should be able to disappate that much heat. Not the amount of wattage at loads.

I wouldn't intensively back this up, but I did hear somewhere that the ideal running wattage being drawn from the wall should be between 40% and 80% of the PSU's capacity. That being said, maybe you *don't* have to get a stronger one, but I would just to be sure. Every card is individual, maybe yours won't be as "saving" as someone else's? I'd just want to be sure and not risk damaging any other of my components. Does that make any sense?
