Why do SCAN want to sell far lower performing hardware at a price that's not far from the far superior i3 + GTX 960 combo?

Basic Business Psychology. Makes the customer tempted to go for the better version for only a little bit more money while at the same time making a huge mark up on the lower model. Good Profit for the company in either case.

 

still a decent deal for a prebuilt btw (unless it missing bits)

You can't really blame them for giving the customer more than one 'low end' gaming option.
