This is probably a stupid question, but; what's the difference between an IPS monitor, and a regular monitor?

The quick rundown is IPS monitors (IPS Panel) have a much more accurate color reproduction unlike a regular monitor (TN), meaning that colors are displayed the way they are meant to be, there are wider viewing angles, meaning you can view your monitor at more off angles, better for surround setups. However IPS monitors typically don't support higher refresh rates and stuff like that.

Well, there is no thing of a "regular monitor", but if you mean TN vs IPS then:

IPS Has better viewing angles and better color, while TN is capable of higher refreshrates and costs less to manufacture. Keep in mind that this assessment is "in general", some TN displays have good angles and color, while some IPS are shit.

When you refer to a "Regular" monitor I'm assuming you mean a TN panel and this is not a stupid quesiton.  TN panels are the least quality monitors and IPS are much sharper and all around better looking

it depends what you are doing tn panels are what MLG gamers use and that is fine but for more video editing, photo editing and even watching movies to get the most accurate colours an ips is your best option. and then VA sits in the middle as a bit of both. You will find ips are your most expensive and TN's are your least expensive (at 60hz)

TN is capable of higher refreshrates

 

That's actually not the case anymore, it indeed used to be that IPS Panels didn't support high refresh rates, but now at a lot of resolutions TN Panels are the ones that are falling behind in the race for higher refresh rates (Behind IPS and VA). This includes 1920x1080 as there is an IPS Panel already through production that supports 144Hz, just no manufacturer decided to pick it up and implement it into a display :/ So that is technically a win for TN Panels, and that's one of the major sections where a TN Panel has to still be recommended. 

 

But at 3440x1440, 2560x1440 & 2560x1080, you have 100Hz, 165Hz and 200Hz respectively coming out (The 200Hz is a VA). And they are at those points more because we are still stuck with the limitations of DisplayPort 1.2, and not because of the Panel Technology, if DisplayPort 1.3 were a thing on GPUs and Displays then I'm sure we would see some even higher refresh rates being pushed out on IPS Panels at all resolutions (Including 4k).

 

[btw I'm not saying TNs couldn't match those refresh rates, just saying higher refresh rates are no longer a negative for IPS Panel Technology.]
