Well this is actually a fairly interesting comparison.

 

Both would perform pretty similarly, though i guess it depends if you want to overclock or not, if you aren't one for overclocking then a 4460 and a good H97 board would probably be the more favorable option as you can still find 1150 boards still widely available, whereas finding good z77 boards still being sold new isn't as common.

 

if it was a CPU upgrade then dont bother, that 3570K could easily still be good for another 3-5 years (look at the 2500k-2600k-2700k, still going strong).

 

and no you shouldn't go for 4770K, since this is i5 vs i5, i presume this is a gaming PC CPU discussion the 4770k would be pretty much buying an i5 then throwing your wallet into a lake as soon as you leave the store.

Z77 motherboard for the 3570K will cost you a lot more than a cheap H97 board for the 4460.

I would say 4460 because it's haswell and you can upgrade later to another haswell/broadwell chip
