So, let me give you the story. My little brother is 13, and he wants to save up for a pc. He already helps around the house (cleaning, raking leaves, etc.) but he wants to do more. Any tips for what he can do?

Any jobs locally like delivering newpapers or leaflets? helping neighbours mow the garden? etc

Ask around any newsagents/takeaways if they need any newspapers, flyers or menus etc. delivering or anywhere that may need stuff delivering or posting around. Won't exactly be a good income, only a bit extra cash every so often, but as he's only 13 there's limited stuff he can do.

aint that 16+ here(since OP is also dutch)

Don't see any possibilities for your lil brother yet, nearly everything here requires you to be 16y or older by law sadly.

He's honestly a bit young to get a job with a salary to get a gaming PC honestly, I'd try to see if he can bag groceries (if that's still a thing where you live) or something like that, but I'd still recommend you help him with a scrapyard wards style build: used but good condition parts on the cheap.

Bagging groceries is not a thing here (I live in the same country as OP)

But the scrayard wars (wards? :P lol) build would be a good suggestion too, as many people sell quality PC parts here

He could deliver newspapers or help friends, family or neighbors with odd jobs. Not sure if you have snow where you live but that is a great way to make money as a kid. I remember making upwards of $100 per snow fall. So that adds up pretty quick.

Hmm, is Central Bank Of America a good bank to rob? I hear they have amazing security there. Would be a bit hard for a 13 y/o.
