Ruby ➜ Fire Red ➜ Emerald

Just start with current releases. No point in getting bogged down with the old mechanics. Pokemon's competitive "patches" occur in the form of balance changes in each yearly release, so current is better if you want to learn competitive.

 

As someone who primarily plays them casually, Gen 5 (Black, White, sequels) or Gen 3 (FireRed, LeafGreen) are the best options just because they have a good feel to them. Other games just feel like mashups of the old ones with some new things thrown in... Lookin' at you, X and Y.

Pretty much this. Might as well start at the beginning, and these games accomplish that while having a better presentation than the original games while cleaning up all the bugs as well.

 

If not that, I'd recommend Black2/White2 on DS. They are the most reminiscent of the original games and will get you up to speed.

Play Yellow. Start from Gen 1 to appreciate the new things they add :P

these were my favorite games, but gen 1 has something special to it as well, that diving into gen 2 you will miss over

I'd recommend starting with Heart Gold or Soul Silver.  They're the best games in the series by far.  You could also go with gold or silver if you'd rather play the originals instead of the remakes.  If not either of those probably go with ruby/sapphire.  Don't start with generation 1, it doesn't represent what pokemon is now and is pretty hard to enjoy playing considering how unbalanced the whole game is.
