ELi5, what does terms like "CL9-9-9-28", "CL10-11-11-30" etc mean

 

I think CL9 means latency of 9 and CL10 mean 10 but thats about it

CL is CAS Latency in milliseconds

 

9-9-9-28 means the first 3 sticks will take 9 milliseconds to get accessed and the last one will take 28 milliseconds

MOST Mobos only use/need 4 DIMMs OR run 8 slots split into 2 groups of 4 so they use rate them in 4s
