Performance-wise: 4790k > 1231 v3 > 8350 > 4690k. but it also depends how much you have/want to spend and the performance you'll actually need (i.e. what games/for how long into the future).

4690K has iGPU so you could use that for streaming at reduced quality, but lesser load on the processor. 8350 is meh for gaming. Xeon is cheaper to buy since you can't overclock it.

4790K would be ideal, second place for me would be Xeon, third, but very close the i5 ( maybe even better after overclocking).

Go for the Xeon. On par with the i7, but without the iGPU. And it's priced as the i5.

your kidding me? the 4690k> 8350

For streaming/rendering the 8350 is usually better -- but it depends a lot on the game/s. For just gaming a 4690k is no question better.

But the thing is you play games while streaming... And it was better than 3570K it's on par with 4690K...

Get an Intel I7 4790K, The xeon is usually for servers :), I5s are best for just gaming, an I7 will be the best for youtube and streaming.

xeons are also for content creation but dont get it unless you can take advantage of the extra cores.

dont get the AMD CPUs they are mostly for budget... But get a 4790K because the xeon does'nt have any extra cores than the i7. (4cores HT vs 4 cores HT)

it also depends on what gpu he has. If it's 980ti for example I would not recommend 8350 at all.

No they were workstation/server cpu's all along. Just now there are Xeon cpu's that have competitive pricing for home users.

i dont think the i7 is in his budget get xeon because it pretty much an i7 with out the ability to overclock and its cheaper

If the 4790k is in your budget and you want to stream I'd grab either of the broadwell cpus. Their own board graphics will allow you to stream at the best experience of any of the non x99 cpus and they have extremely comparable gaming performance (stock 5775c beats 4790k at 4.4 Ghz in almost every game using discrete graphics).

fx 6300 can stream videos as minimum fx8350 is better and xeon is best i woad go xeon over i5 and 8350 over i5 but for solo gaming i5 woad be best

the fx-6300 is crap for streaming, it struggles at 720p 30fps........  i had one and it would drop my fps considerably.

Either way the 5675c and 5775c obliterate the competition when it comes to streaming from igpu and without it. One area the broadwell cards really flourish.

Compared to the abhorrently terrible amd cpus?

Compared to the actually decent Intel haswell equivalents they are about 30-50 more and have very significant igpu improvements which works extremely well for streaming. (Also in general they are pretty good cpus)
