But probably some Z97 4790K 16GB RAM 980 Ti build or something.

Too lazy to  PCPartPicker it though

I would go X99 and get a new GPU, and then stuff that in my current case with my current drives and stuff. Maybe snag some parts for a little NAS. That would literally be it.

A few details:

-I'm assuming max gaming performance before all

-I'm going for an unremarkable CPU but leaving the door open for up to a 4790k upgrade

-I'm also going for reference card to throw in water cooling if or when it might be needed.

-I'm compromising on hdd space a bit but because I am living the space open for a future M.2 drive as the boot one and a cheap mechanical if more raw storage is needed.

I'd recommend something like this that maximizes gaming performance and could even handle 4k right now yet it leaves room open for effective and reasonable updates on the cooling, overclocking, storage, etc. A very nice entry level for someone to gradually get in and still have an awesome experience. You can even make a very comparable system for under 1500 if you switch GPUs for dual 290xs or dual 970s

why x99 over z97?

x99 is a lot more powerful but if the main focus is gaming I actually wouldn't go anywhere but Z97 and even that is overkill on the high end spectrum.

I don't think you need water cooling if you just want gaming. Not for the CPU at least but if you can fit watercooling for the GPU in your budget that I would recommend but I'd recommend putting that money for dual GPUs first though. But if that's a bit of a hassle I'd go for the announced 980ti hybrid water cooled EVGA card.
