i want to run gta v at medium setting can i run it without frame drops 

I'm going to say, I don't know. This is one of the few games I've seen that is optimised for multi core performance. You fall within GTA's recomended settings except for your CPU. You should be able to run med/high  easily. My guess would be that the only time your frame rate might dip is when you have multiple explosions.

You will experience frame dips at 1080p maximum settings.

Yes on high setting 1080p should be no problem.

Nividea experience (which you pretty much have to have installed with a recent nividea GPU) will let you one click optimise your settings.

It basically polls everyone using your graphics card for their optimal performance, and sees what actually runs.

People have suggested that your system would be able to play the game on high preset @ 1080p resolution. If you're satisfied with medium, you should be able to deduce from the former that your system would be sufficient for this purpose.

 

Be aware though that GTA V is pretty CPU intensive. A small overclock could be a good way to increase performance.

Yeah, but keep your population density at medium, or else you'll stress your cpu
