i want to run gta v at medium setting can i run it without frame drops 

I'm going to say, I don't know. This is one of the few games I've seen that is optimised for multi core performance. You fall within GTA's recomended settings except for your CPU. You should be able to run med/high  easily. My guess would be that the only time your frame rate might dip is when you have multiple explosions.

Define "Lag"...

 

It should be able to play at ~40 on medium with those specs.

8 GB RAM 

can i play it without lag at medium settings ?

You'll be fine at medium settings. That CPU is perfectly capable of this game on medium and so is that graphics card

Lag is a word used to describe low fps and also to describe slow internet or something.

Just basic choppiness I guess.
