Cheap Quiet fans for non overclock?

I recommend the silverstone AR01, be quiet pure rock and possibly the arctic cooling i30 for cheap coolers, the 212 is only recommended really because of popularity, there are better coolers out for around the same price point. If you need a lower profile one, the zalman cnps 8900 quiet and silverstone AR06, as well as the noctua NH-L12 are good choices.

Like the title says. Whats the best fans for cooling a xeon e3 1230 v3? That are quiet and quite cheap as well?

coolermaster has cheap fans that are silent, they dont have any fancy leds but they get the job done

Yep, the silverstones and the be quiets are the quietest, and are pretty cheap as well, around £25 each.
