Wired Internet on phone?

I was wondering if there was a way to take a laptop or phone that is connected to the internet and connect a phone using micro usb (htc one m8) and have internet on the phone. thanks.

I'm sure you could create a hotspot on the laptop.

There is a way to do it on the m7 version by going to mobile network sharing then setting the usb settings to "Internet pass through"

That shares your phone's mobile internet with the computer, he wants the inverse.
