Crap probably. I can barely get 60 fps with an unmodded copy with my overclocked 780. It's a horribly optimized game.

GPU isn't the problem in GTA 4. What GTA 4 needs is a i5 superclocked at 10 GHz. 

Since GTA 4 only uses 3 cores, single-threaded performance is key to getting a good fps in that game.

(Remember how GPUs were like a few years before?)

I had alright 40-50 fps with shitload of texture+model mods and ICenhancer and I've only got a GTX770

I couldn't keep a steady framerate on a GTX 780 and i've played way better looking games that stay at 60 fps when compared to this pile of shit.

I was running around 50 fps with ice and some car mods with the in game settings cranked all the way up.Although it varies.I had to add a command line to allow the game to use all my gpu memory without it all the in game settings were locked at low.
