Open up your playback devices window, select the active one and go to properties, under the enhancement tab select pitch shift and change the value from 0 to -4. 

 

Launch the video.

 

its been a good 15 minutes of continuous laugh. still laughing. 

 

 

Edit: a wan show enhance the experience imho

sorry right click on the little speakers on the bottom right of the taskbar :)

Maybe you have a different audio driver, im on 8.1 too... try using another program or something this is too much fun lol

you can use this http://www.windows8downloads.com/win8-audio-pitch-shift-vbzdokjw/ to watch any video and change the pitch and other stuff, FYI I think the download is safe I tried it and nothing bad happened to me
