Last week GMG began their "50 Games To Play Before You Die" PC gaming sale. This last weekend they discounted games 50-41, but today they've got a new set of ten games on sale. Most notable among the deals is Civilization V: Complete down to $12.49 (75% off). On top of the instant savings discounts, orders over $10 can use a 20% off coupon for additional savings, dropping Civ V Complete to only $10 - a new low by $2.50.

Being a native English speaker I apologizes for asking, but does "Complete" mean complete?  I have been taken for a ride by marketers before, and find figuring out DLC packs/offers a convoluted cluster frack of gimmicks & frustrations.  Any gamers know off the cuff?
