I would have to say the Sapphire Vapor-X http://www.newegg.com/Product/Product.aspx?Item=N82E16814202003

or the HIS IceQ X2 http://www.newegg.com/Product/Product.aspx?Item=N82E16814161429

have the best 7950 coolers on the market, then I would say the MSI Frozr 3 http://www.newegg.com/Product/Product.aspx?Item=N82E16814127667

would be 3rd in line

the gigabyte windforce 3x.

Can't even hear it before 30% fan speed.

And you won't even need to make it go any faster :)

There are also different revisions of cards that come out..

My 7950 Windforce 3 styled, is a lot quieter, cooler and does not ramp up fan speed as fast as another two different 7950's from gigabyte I used in other builds.

No where near apples2apples, mine tops out at 59*c on load, the latter cards going all the way up to 76*c under load.

Looking at the bios's, the cards that are newer has an updated bios with more voltage and a higher stock clock.

Mine was also voltage unlocked, since changed on their newer ones to be locked from the get go.

Setting mine to mimick the voltage and core clock of the later revisions it was STILL cooler under load by more than just margin of error, still 14*c cooler.

Not even the SAME cards can be compared "at times" due to different revisions released.

Windforce 3 based 7950's are now louder than they once were.

I recommend non-windforce cards now like the sapphire. I also hate the blue PCB, but in my case it looks black through the window.. Thank god.. Blue is fugly

Maximums - Asus Z97-K /w i5 4690 Bclk @106.9Mhz * x39 = 4.17Ghz, 8GB of 2600Mhz DDR3,.. Gigabyte GTX970 G1-Gaming @ 1550Mhz

No the fans and shroud made out of wafer-thin semi transparent toy plastic... And the PCB I guess, now that you mention it :P

Alternatively there is always the Arctic Cooling Accelero Xtreme or Accelero Hybrid 3rd party coolers which is generally better performing and quieter than any of the aforementioned.

powercolor pcs+. You literally can't hear the fun until it hits 50% WITH the side panel open and 60 with it on (haf 912). My max temps are 63c with ambients of 22-24c. If i cap the fan speed to .I also have a 1200mhz on the core clock and 1475 on he mem clock. Has dual bios and one of the cheapest. Good 6+2+1 voltage regulation. Also a matte black pcb. So if you have a gigabyte motherboard, dont get the windforce. Get the power color pcs+.
