Would ram oc from 3200 to 4000 on a Ryzen system have any effect if gpu is the limiting factor?

Overclocking the gpu may help but the ram won’t do anything unless the ram is the bottleneck. It doesn’t influence other components

overclokcing your memory won't help your gaming performance if the bottleneck is on GPU, so i'd say don't bother and maybe try to overclock your GPU a bit

The only time OCing RAM will help in a GPU bottleneck is if the GPU is on the CPU itself,  (an APU).
