reinstall system software on broken ps4

i have a ps4 with a broken disk drive that i want to reinstall system software on but it wont let me because of the drive i was wondering of there is a way to get a around this so i can use it as a digital console

I thought you could just install via USB?

You can download the firmware file from Sony support. Make a folder named PS4 on a FAT32 formatted USB, in that folder make another one named Update. Put the firmware file in there. Hold your power button until it beeps a second time. Then you should be able to install the firmware.

I have tried this but I get a error code for the disc drive everytime the hdd is clean I used the one that came with it to fix my friends ps4
