GTX 1070 Fan revving when Fan speed is set below 70%

I am a first timer here so point me in the right direction if I am lost.

 

I replaced the fans on my ASUS ROG Strix GTX 1070 once one of the fans bearings died and caused clipping. 

Anytime the card gets hot enough to start using the fans they will spin and seemingly stop for a second and spin up again to the percentage speed it should be going at.

This happens regardless of the temps from 55C to 75C. The rev up just lasts longer as the fan speed percentage gets higher.

With Afterburner or Tweak 2 setting the fans manually to 70% I can get the fan RPM to stay consistent but anywhere below that the revving occurs.

 

Does anyone know what the issue could be?

Any help would be appreciated.

 

CPU: i5 9400F

GPU: ASUS ROG Strix GTX 1070 8G

RAM: 16Gb Corsair Vengeance

 

I have tried DDU and using a friends machine with a Ryzen 5000 system with my card getting the same results.

 

 

It works fine and keeps cool enough but never used to do this and does get annoying.
