Hello, I am trying to build my first pc. I wanted to know which is the best budget air cooler, is it Noctua NH U12A or Noctua NH-L9A m4?

The NH-U12A isn't a "budget" cooler by any stretch of the imagination. It's currently $110 on Amazon and Newegg. You could get a 240mm AIO for that, or another perfectly decent dual 120mm air cooler (like the Fuma 2 OfficialTechSpace suggested above) for about half of that or less. A 3600 doesn't need impressive cooling. 

My parts are:
Motherboard: MSI B450 Tomahawk MAX ATX am4 motherboard

Cpu: Ryzen 5 3600

Ram: Team delta 16Gb (2x8) 3600mhz

Case: NZXT H10

PSU: what should i get?

GPU: GTX 1660 super

The U12A is objectively better by a mile. The only reason to get something like L9A is if you need the low profile for like an ITX build.

 

Also just don't get an H510. No one should buy one ever. They should stop making them. It's a glass coffin where components go to die.

Also, I think your planned build needs a bit of a reconfiguration hopefully before you buy that stuff (*unless you have already🤞).

Corps aren't your friends. "Bottleneck calculators" are BS. Only suckers buy based on brand. It's your PC, do what makes you happy.  If your build meets your needs, you don't need anyone else to "rate" it for you. And talking about being part of a "master race" is cringe. Watch this space for further truths people need to hear.

1. B560 Aorus Pro AX

2. B560 Tomahawk

 

These are the only other B560 boards worth getting, but they're more expensive. I recommended the Bazooka for a reason, I'm not sure what the problem with it is.
