Right click on the file and select  "opens with.."  and change... just select the program to open with.

I edit my posts more often than not

There should be a checkbox "Always use this app to open .psd files"

Open with > Choose another app > Select the app and check the checkbox

Remember to either quote or @mention others, so they are notified of your reply

the file doesn't ask you.

The operating system does.

Click on the search icon and type FILE ASSOCIATIONS and one of the results should be

Choose a default app for each type of file

If the above doesn't show, type exactly the text (or translation in your language, if your Windows is in different language)

Select that and then scroll down to .psd choose a default application for PSD files or any other extension you want

- OR -

Control panel > All control panel items >  DEFAULT PROGRAMS   (Winkey + Pause/ Break > Control Panel > )

Associate ... link at the bottom of window, choose default apps by file type

You can set what program to open a specific file type with in:

Settings > Apps > Default Apps > Choose default apps by file type

There you can set .psd files to open with Photoshop.
