Is there a way to get application windows to always start in the primary display?

I just went with dual monitors (yay!), and was wondering if there was a Windows 10 setting to "turn off" the "open app window at it's last known location" feature.  At least for now, I'd like all my applications to start on the primary display and I'll move them manually.

IIRC, DisplayFusion had a feature like that. Though I am not certain, as I havent used DF since Windows 7.

Windows saves on what monitor the application was opened and will reopen on the monitor it was last. If it's an application you move around, then you'll have to use a 3rd party applications, something like AdvancedRun should work (it lets you select specific settings when opening an application, including what window it opens in IIRC).

If you're not moving the application around to different monitors, simply un-maximize it, resize it a little, move it to the monitor you want it to open, resize it a gain a few times, then close it and reopen it again.
