Get an old pc (win xp) and use old netscape.

And cap the network to 56kbps.

lol.. Windows XP didn't release in the 90's (it released in 2001)... you need Windows 98 SE and a Pentium 200mmx - Pentium II 350-800.. with 32-64 megabytes of ram.. and a very slow mechanical hard drive with hardly any cache.  Network interface over 1mbit won't matter.. it will be that slow.

Correct - XP came out in 2001.
If wanting to build a pre-2000's retro machine I'd run Win 98 SE, it's the best of all the older versions.
Believe it or not I've got the parts to build such a beast right down to the old noisy HDD's and all here. 😁

Why? You really cant as everything is so much more complex compared to what it was then for websites.. If you were to set your QOS to 56k, it would be an even worse experience as it was when it was the top end.

I don't know how or why you would do this on the PC... but in real life you could:-

 

  • simulate it by having your partner/friend/family unplug the router every minute or so, and say they got a call on the phone.
  • find a recording of how an old modem sounds and play it at high volume.
  • Get half way through downloading something and pull the ethernet cable out.
