As a Canadian, should we be worried about a link tax?

Does this tax trigger when individual users put up a news link or when the platform itself does?

Phone 1 (Daily Driver): Samsung Galaxy Z Fold2 5G

Phone 2 (Work): Samsung Galaxy S21 Ultra 5G 256gb

From my understanding the platform would have to pay when users shared a news link, which is why FB doesn't allow sharing those links anymore in Aus...

The regular broadcast news is a whole nother issue. They no longer just report the news, news anchors feel they have to throw their own bias and commentary in there.
