We saw it back in the bitcoin boom. 
Will the same happen again?

Once supplies of new, next generation of graphics cards from AMD/Nvidia can reach equilibrium with supply/demand, I think hopefully we will see a reduction in prices on the used GPU market, as well as an influx of previous generation hardware entering the market and prices on older components drop significantly.

I think after COVID-19 yes the prices will go down on older hardware. It is a distinct possibility that there will be a flood of older hardware going for cheap on eBay/Craigslist. It's hard to tell!

I wouldnt expect retailers to lower their prices at all. Infact the msrp for alot of gpus has actually increased, some say its due to gddr6 (global) and some say its due to the orange man (USA)

 

I honestly think that computer hardware will still be scarce for quite a while. Im  no expert though.

I'm looking at getting a GTX 690 for cheap as a collector's thing and the prices are starting at $100 and go upwards on eBay right now...I couldn't believe it considering its a 9 year old card.

True, there is no way this isn't endemic by now, but hopefully it'll stop being novel to people and the pandemic will end at some point this year or next. Gonna require an enormous vaccination effort though.

Depends on where you are I think.  In the US i doubt used prices will drop much because new prices are going up because tariffs have been re-imposed.  Higher new prices will mean higher used prices.  

I just sold a GTX 1070 i got here for $120, before the 3000 series launch,  for $300.  Posting for it lasted maybe 3 minutes on CL before I was flooded with offers.
