CPU at 2GHz while playing forza

Hey so my CPU, in idle sits at about 2GHz and in game it clocks to 4.3GHz but in some games, this time forza it stays at 2GHz, while my gpu is at 2.1GHz, so both stay below 50% usage which makes my frames go way lower, is there like some solution to the cpu not going into *game-mode*?

I'm guessing said CPU is a mobile CPU because you haven't shared any details. Forza Horizon games are fairly CPU intensive and I wouldn't be surprised if your CPU can't hit turbo boost due to power and thermal limits. There is not much you can do if that's the case.

that's probably fine... my cpu does this when it's bored... like playing emulators or VN style games... 

 

GPU is similar, playing some emulated games it'll sit at stock speeds (so 400-800mhz) running into "utilization limit" all the time... I'd wager forza isn't a very demanding title so your hw is just saving energy since it's barely used...

is this a laptop? sounds like thermal throttling maybe.
