How could I go about building a 16 core desktop with at least 64 GB of RAM and a max clock rate of at least 3.4 GHz for less than $500 USD?

I know it might sound a bit out there as far as builds go, but I've seen a lot of people pull of some pretty low-cost, high performance builds before. Likewise, I was wondering if someone out there could help a newbie like myself accomplish this lofty goal. Thanks!

Buy something used. You'll probably have to find an old server or something, so ebay would be the best.

Buy a dell r720 server that uses dual cpu's. Add in two xeon e5 2667 v2 and 64gb ram. 

 

Then invest in ear plugs.

The big question is, what are you using this for? Why do you think you need 16 cores and 64gb of ram? Many times a modern system will outperform these old server chips, or come close while using a fraction of the electricity.

Core count and MHZ isn't really the be-all end-all of spec. If that were the case a 2 core Intel chip wouldn't walk all over an 8 core AMD chip.

You've really got to give more background than you have.
