After updating my bios and installing Windows 10 LTSC (don't ask me about where i got the ISO.)
I finally fixed it via AOD by setting a custom voltage cuz apparently my motherboard don't know shit about setting voltages (or I am the one that don't know shit. Doesn't matter anyways).
Now I can finally watch some movies @4.1GHz. 

oh. also before you watch any movies please watch this first (and smash the dislike button. and maybe go sub to support Simon's coke addiction)

It's not named "Minecraft", it's named something else that he/she doesn't want us to see.

Also, I think the confusion is the
4.39 GHz clocks on 2 of the cores, and only a 1.7 GHz clock on the other 2.

What BIOS magics have you done?

My problem currently is Core 0 and 1 is running @4.5 (as it should.) and Core 2 and 3 on the other hand is like; nah. Im tired.

are you running a game or something? usage is listed in the single digit %

I'm not familiar with CoreTemp. Does it update in real-time, or show static maximums? If it's the former, it is simply because you are not utilizing your CPU and it is downclocking, as it should.

I ran cinebench r20 and its still sleeping at 100% load.

Check your BIOS and/or install AMD Overdrive and verify your CPU core speed settings.

-OR-

Try another monitoring program to verify it isn't a simple case of bad reporting by Core Temp.

What does AMD Overdrive say about your thermal margin under "CPU Status"? CPUs from that era do not report temps directly and most (if not all) 3rd party monitoring programs don't accurately read them. That, and a 4.4Ghz OC is pretty aggressive for an 860k, especially for what look like stock(ish) voltages. Not accounting for your thermal headroom, I'm surprised you're stable at those settings. I'd try putting your CPU multipliers back to stock to see if it alleviates the odd clocking behavior, then work backwards from there.

 

And please, make all adjustments in the BIOS. Only use overdrive for monitoring.
