Need a mini pc for my parents

So my parents really don't like how their desktop takes a lot of room. The wanted to get an all in one monitor/pc but I don't think this is really a great idea as they already have a perfectly good monitor. My idea is just to strap a mini pc at the back of the monitor but I really don't know much about the mini pc market. The mini pc I want should hopefully have these features for about $500-600 

1. At least 4 cores 

2. A 500 gig sata ssd

3. 4 usb 2.0 ports

5. An hdmi output

6. Should be almost silent

Edit: 7. run windows or be able to run windows through something like bootcamp

A nuc, they run intel mobile processors and are tiny, and can be pretty cheap, and you can choose the SSD and RAM, and most of them have a thunderbolt port so you can have plenty of IO.

 

If you need something more powerful but larger, I'd get a Asrock A300, you can put a ryzen apu in it but it is louder since the fan has to be very low profile.
