Would a RTX 3070 bottleneck my i5-9400F?

I'd go with the 3070 myself over a 3060ti if you have the money for it.

I personally like to go a bit overkill on the GPU side to ensure I can maintain good minimum FPS even at high settings.

I myself am way more concerned about minimum FPS as those occasional dips can be very jarring.

 

Also, I always like being able to maintain those minimums while also keeping the system at a reasonable noise level.

I'd much rather set a 150-200~ FPS cap and have the system out those frames while running at less than a constant 100% so the fans don't have to ramp up and sound like jet engines.

 

Will some games make your 9400F the bottleneck? Sure, but the majority of games are more GPU intensive thas CPU intensive.

Current Setup

case: Phanteks Eclipse P400A ATX

cpu: i5-9400F

mobo: Gigabyte B365M DS3H Micro ATX

gpu: 1660 Super

ram: 16gb

monitor: 24in 1080p 144hz

 

   Would the rtx 3070 be a bad pair for my current pc? Or should I wait for the next gen cpus to drop so that the used market gets saturated with better LGA1151 cpus & boards and then get a rtx 3060 for my build?

"next" gen cpu, are now. They're called Zen 3.

Better LGA1151? We're gonna have to wait a little bit to see that, except if you mean a 10xxx CPU, then still no. Zen 3 is much better.

 

If you're on a 'budget', go with 5600X and the 6800XT.

your monitor is the bottleneck. a 3070 is way too much for 1080p.

yes, a 3060 would be much more appropriate.

At 1080p? Probably. But it depends on what games you play. In CS:GO (a very CPU-intensive game) you're going to experience much more of a bottleneck than in a game where you GPU is stressed harder. In any case, a 3060 would probably be a better choice for your current config.

Not particularly true. I mean, yeah, he could lose on 1440p, but the monitor won't bottleneck its GPU. It's 144 Hz after all.

Considering that the 3070 reliably pushes upwards of 144FPS at 1440p Ultra in modern titles, his monitor does actually limit the GPU somewhat. That's not to say that upgrading is a must, but a 1440p, 144hz monitor would allow him to more effectively leverage the full potential of a new GPU.

the vast majority of games are not going to utilize more than 70 or 80% of a whole 3070 at 1080p. Hell, even a lot of AAA titles are getting over 150FPS average at 1440p on this card.

we don't really know how many months it will take but I doubt it's like 6 months out or something.

Then would the rtx 3060 with a higher core count cpu be a better upgrade if all I am seeking is 144+ fps at 1080p for smooth AAA gameplay? Realistically I really want to have a more than suitable pc to be able to play medium to high settings for cyberpunk whenever that comes out. Maybe the 3060 will drop before cp is released with all their push backs.

I prefer team green bc I've heard about the team red driver horror stories and I'm used to using shadowplay at this point for clips

I'm in the same boat, sort of. I'm thinking of running a RTX 3080 with an i7-9700F on a 1440p 144hz display.

I'd rather get a GPU and upgrade my MoBo and CPU maybe when 11th Gen intel and PCIE 4 comes out,

or may wait until DDR5 RAM is a thing.

Will you get less FPS in some games compare to newer gen CPU like Zen3 and 10th Gen? Yes.
