It's an obvious scam.

Usually these are accounts that buy a ton of cheap stuff or stuff from themselves to get positive reviews

 

EDIT: oops, didn't even read the cooler only part.. Well my point still stands if this were a 2080 Ti videocard.

That's not a 2080 Ti, that's a 2080 Ti heatsink. There's no graphics card.

The PICTURE might be misleading and that's why you should look at more than just pictures.. It says Heatsink Only right in the title and the Condition is listed as For Parts or Not Working. There is nothing misleading about this listing at all.
