We use Invision Community for the framework, with a bunch of plugins and customisation on top of it to fix various problems and shortcomings with the base software. It's all held together with the magic of Software Engineering.

There are tons of free, open-source forum-software kits out there. Install Linux in a VM or something, grab the software and start to experiment.

You can... but with so many commercial choices available that are already really good (and tried and tested), there isn't much of a point to custom build one from scratch. Like to build a forum like this yourself using something like Django is doable but would take you a really long time. And the end result wouldn't have all of the features of a commercial solution and wouldn't look as polished as one. If you put a living wage dollar amount on each hour you spend on the project, it'll probably cost you more trying to develop it yourself than it would cost to just get a license.

I think Django would be my choice if I was going to make a forum like software myself. https://www.djangoproject.com/. It's based on Python which is as simple as programming languages get really. Then getting it running off Docker for deployment is rather painless.

It sounds like quite the project!  You should solicit some testers when you get it to an alpha stage.  It would be interesting to compare your efforts to a commercial release.  Good luck in your endeavour!
