My computer is under performing and I don't know why

and I found that there is a slow mode switch on the motherboard that can cause all of that

I haven't heard of anything like a slow switch in all honesty.

PC: Motherboard: ASUS B550M TUF-Plus, CPU: Ryzen 3 3100, CPU Cooler: Arctic Freezer 34, GPU: GIGABYTE WindForce GTX1650S, RAM: HyperX Fury RGB 2x8GB 3200 CL16, Case, CoolerMaster MB311L ARGB, Boot Drive: 250GB MX500, Game Drive: WD Blue 1TB 7200RPM HDD.

Peripherals: GK61 (Optical Gateron Red) with Mistel White/Orange keycaps, Logitech G102 (Purple), BitWit Ensemble Grey Deskpad.

Audio: Logitech G432, Moondrop Starfield, Mic: Razer Siren Mini (White).

Phone: Pixel 3a (Purple-ish).

and if so is there a slow mode switch on every motherboard? specifically speaking about GIGABYTE AB350 GAMING 3-CF motherboard

Never heard of that feature.

But you could use Afterburner (or whatever you prefer) to check if the CPU clockspeed is stable for example.

do you have any idea of what can cause bottlenecking?

because i think that is the issue here

the issue is that if I for example stand in a place and look forward I have 45FPS

if I change my graphics to VERY LOW(it was on ultra)

and look at the same place

I have the same 45FPS

BUT

when i try torun around the map

the fps is increased

but still some component is bottlenecking in my opinion

how do I know if it's stable or not

I don't understand in that kind of stuff

This is stable:

But if you see that line going up and down (or anything that is not a straight horizontal line) that is not stable.

If the cpu is pinged at 100% and the GPU is a lot lower then that's a Bottleneck for example.

which means I need to do what?

I removed the CMOS battery and put it back in

everything is on default

if its not stable it means that the overclock I did is not stable no?

I personally don't think it can solve something because i overclocked nothing

right now everything is set to base defaults

I'm playing the game right now

when I look in to an area that my FPS is going poop

my CPU is on 33%

and my GPU is on 26%

memory is on 50%

i dont understand what is going on here.

what do you think can cause this under performance?

Set the power limit to max and then check.

That's certainly to low for even a game.

Removing the CMOS battery shouldn't reset the BIOS settings to default, there is usually a header on the motherboard to reset the settings.

Yes. If it's not stable, it means the CPU can't maintain the Ghz you set it to.

which means I need to do what?

1. Open Afterburner

2. Play a game

3. Encounter the lower fps (or stutter, whatever)

4. Alt+Tab to Afterburner

5. Check what graph is not stable or at 100%

I only see temperature here. is there something that needs to be activated via settings?

For the GPU. Use after burner.

As for the whole system, set the power plan to max.

Scroll down the list, you should see CPU/GPU usage too.

clear the cmos.

Nope. Just my experience using the thing. I've never had any problems with memory speed. In the stuff I looked up online I do see performance differences on different speeds but improvements over 20% for different speeds and 40% for dual over single channel seem to be quite rare.

Have you tried setting the overall power plan to max? AKA the following slider:

I think this is perhaps what @TofuHaroto meant to say as well:
