Need help, cortana missing at settings

I have tried to fix this but cortana still seem to be missing at the settings and I cannot find the "notebook" at the search bar for cortana
Things I have tried:
-signing to a different microsoft account
-changing the region and language at settings
- reinstalling through that powershell command

Still can't seem to see cortana at settings, please help asap ^^

In 2004 version, Cortana is no longer in settings. It's separate program now.

They unbundled it?  I don't have to silence her via registry changes? How very unexpected of MS to do what I want.

That's probably because of telemetry everyone hates - Microsoft finds that only small percentage of people uses Cortana and it's now optional, not mandatory.
