Games, programs or workloads that it will be used for: fallout 4 witcher 3 and a lot of mod for all 

Other details already have a keybord mouse and monter.and a mid size ssd. wanting 32gb of rm and and 4-6tb hard drive.  

rig is for gaming and maybe some video editing 

also lots of rgb lighting

You don;t need an i9, the i5-10600k is a way better buy, especially for a gaming build.

You have very unrealistic demands. No way you're going to get all that for just $900.

Yeah, I don't know about that and an "i9" at $900.

For $1000 he could get a very nice build with a 3600+5700XT that can handle any modern games at ease, and gives the option of 1440p gaming. An i9 (and the 2080Ti that would be the only sensible pairing) are so overkill and expensive that I don't think its worth it

Ryzen, and specifically the 3600, is where the value lies at the moment, be it gaming or multicore workloads. Even a 3600 could be paired with a 2080ti and give a good experience. The only reason to ever by the i9 is if you want every single last frame, and you will only notice a difference when playing at 1080p in eSports titles, and even then a 10600k will give the same experience.

Dude the asrock b450m pro4 only supports up to 3200 mhz memory so it is a no go, i would recommend Msi b450 a pro instead, it is a good MOBO had experience with it, Can recommend

Tomahawk is $3 more and a better board. That's a really bad price for any B450, and you would be better getting a B550.

Unless you want to stream, the 5700XT is better than the 2060S.

PSU is not good. Would try and get a better unit

3200MHz CL16 would be fine then, and save about $10
