My PC doesn't work like is supposed to.

That's a healthy GPU you got there,

Now that we have checked the CPU,GPU and RAM,

It's probably the motherboard or the power supply (my bet is on the motherboard)

I built this pc 2 years ago and since then it doesn't work well. My CPU usage is always at %100 it doesn't matter if i play on ultra or low. My GPU usage is around %50 - %60 in almost all of the games. My computer BSOD's often and sometimes it doesn't even boot up (CPU and DRAM led's are blinking in order, first the DRAM then the CPU). When i built this PC i was using one stick of 8GB DDR4 ram then i bought another RAM with different brand but i was having this problem before the second ram so i don't think second RAM is the problem. When my CPU reaches %100 usage my mouse starts stuttering as if it's lagging. Textures are not loading in some of the games.

Intel Core I3 8100

MSI Z370 Krait Gaming

8GB Samsung DDR4 2400MHZ, 8GB Corsair Vengeance DDR4 2400MHZ

Zalman ZM600-LX 600W 80 PLUS

1TB Seagate HDD and 120GB Ezcool SSD

What is eating up the CPU? What does the task manager show as the process with the highest CPU usage?

CPU - indicates CPU is not detected or fail.

DRAM - indicates DRAM is not detected or fail.

But sometimes it randomly boots up without a problem.

You misunderstood me, i already cleared cmos and i uninstalled and installed the drivers. But i also formatted my pc a couple of times.

Use ddu 

Don't manually do it.

You have 3 options here:

 

Bad motherboard

Bad RAM

Bad CPU

 

If it's been doing this for some time, then you can narrow this down to:

Bad motherboard

or bad CPU.

 

But since the board gives you the CPU AND RAM error, then either the BIOS is woefully out of date or corrupted

or

bad motherboard.

 

So, is the BIOS up to date?

Bad board then.

If you can, try to reflash the BIOS to the last one you use, but it sounds to me like time for a new board.

It's possible. Or the RAM.

To me it sounds like the RAM is the issue,

Try testing the RAM with Memtest86.

Tell us if you get any errors while testing.
