What exactly is the UK House of Lords, sounds like a Lord of the Rings thing.

Must be like the Senate, or House in the USA.

Until 2010, it didn't resemble a senate like the other british colonies though it certainly had the power of one. For the sake of clarification, the "house of lords" is the UK senate, or upper chamber. Though functionally the UK still has peerage in regards to the house of lords, where as the colonies never did. Literately, "Lord (whatever name)" is what that title entails. They would otherwise have a title of Baron or something.

 

At any rate, just like the US or Canada, it doesn't matter which house takes up a task, but both houses have to pass bills/legislation for the same thing for it to become law.
