2080 Ti and 9700K usage drops in Athens AC Odysey

Hello my pc.
9700K stock 50C in game
32GB DDR4
2080 Ti Waterforce Xtreme
750 W Seasonic
1TB CRUCIAL

Playing Assassin Creed Odyssey during Athens i have fluctuating gpu load from 75% to 93%.
I have found some gameplay with user with the same spec,and he have stable 95%. Any ideas why i have that drops?
Windows10 is updated also no other programs in background.

did you try Nvidia  Low Latency Mode to ULTRA? it helps alot with CPU usage and frametimes

I didnt even get 1 second into the video and I found your discrepancy.

He's OC, you're not. Your CPU at stock clock is struggling to keep your GPU fed, while at 4.9ghz it's more able to saturate the GPU with information
