I know it isn't free but it's currently at a historic low price(outside of being free) for the Steam version of Cities Skylines at IndieGala right now. Cities Skylines 85% Off. You got 10 hours to snag it at that price. If you miss this deal I wouldn't be surprised if it doesn't hit the same price in next weeks Steam sale.
