What is a quiet way to heat up water ???

You could make a makeshift heating element (known in prisons as "stingers"), those are pretty quick and they're silent.

 

You just need a mains cable (maybe a PSU cable or a lamp wire), two metal drain covers (any metal plate will realistically do, but I prefer drain covers), a few rubber bands, and a few rubber washers.

 

  1. Cut the PSU cable, and find the negative and positive wires (ignore the earth wire). Set this aside. If you're savvy, you could wire a switch into the cable, to make this device safer.
  2. Get your two drain covers, put the rubber washers between the drain covers so that the two metal parts don't touch each other (this is pretty important).
  3. Now tie the metal and rubber sandwich together with your rubber bands. Make sure the drain covers aren't touching.
  4. Now get one wire (either + or - would do), and tie it around one of the drain covers. Make sure this wire is only touching one of the drain covers, and that it's tied nice and snug to the metal.
  5. Now get the other wire and tie it around the other drain cover. Again, snug and not touching the other metal piece.

Great! Now you have a powerful heating element that will boil water very quickly and quietly. Just make sure that you don't touch it while it's plugged in, and don't pull it out of the water while it's still plugged in. It'll be a bit spicy if you do.

Given the situation you described and assuming you don't want to use the microwave (because that's obvious enough I would assume you wouldn't have asked) I would suggest an electric kettle that is programmable so it doesn't whistle or a countertop induction plate and a pot.

 

I have a kettle that the spout flapper broke off of so it no longer whistles, quiet as a mouse but that requires a stove.
