What heats up a chipset?

Ryzen 9 3950x, GTX 1050 2GB, MSI X570 Gaming Pro Carbon, 1TB HDD 256 NVME SSD

Any job of the chipset, for X570 that's data transfer to everything connected to the chipset. For example, (some) M.2 slots and SATA ports

electricity converted into work for the calculations and computations it does

I WILL find your ITX build thread, and I WILL recommend the SIlverstone Sugo SG13B

 

Primary PC:

Draws 400 watts under max load, for reference.

 

How many watts do I need? ATX 3.0 & PCIe 5.0 spec, PSU misconceptions, protections explained, group reg is bad

Anything that is an electronic will give off waste heat.  Processors, chipsets, NAND, etc are not 100% effecient with the movement of electricity through them. There is resistance. That resistance will caused energy to be converted to heat. The same for transisters and other bits working will do the same. 

Simple answer: physics.
