so i just built a computer about a week ago and just switched from xbox to pc and when i starting playing fortnite which is my main game i was getting around 300 fps on medium settings but it felt like 20 fps because of the crazy studdering im getting and my og xbox one feels way smoother than my pc at 50-60 fps

CPU- ryzen 5 3400g oc @4.2ghz

GPU- XFX RADEON RX 590 FATBOY Core Edition 8GB

Storage-  1tb samsung evo M.2 NVME

Motherboard- MSI B450M PRO VDH MAX

PSU- thermaltake smart series 650W

RAM- 16gb 3200mhz

btw-- my cpu temp is 53c and gpu is 61c so it isnt a thermal throttle

ps- i blew my PSU the 2nd day i built my pc and i have no idea how lolol

Your OC is probably too high/cooling insufficient then, as OC's CPU's pull more power, and when the CPU hits a certain thermal point it will try to save itself by thermal throttling.

Its either a thermal throttle because of overclock or insufficient RAM which causes stutters.

Run a test with FRAPS and read out the data with FRAFS and see what the average fps, 1% and 0.1% minimum fps numbers are.

RAM capacity/speed?

That's a pretty poor PSU, but what exactly do you mean by "you blew it"?

so download fraps and frafs ?

yes.

Fraps to get fps numbers, Frafs to read out the average, 1% and 0.1% fps numbers.

That way you can quantify the performance you're actually getting.

I updated my post to show the ram -- and idk sparks flew out the exhaust

If you go into Task Manager > Peformance > Memory > bottom right "Speed" what does it say?

**** Mhz. How much Mhz?

Can you show a screenshot of the memory tab, in the performance tab in Task Manager?

there you go

If you have not set up XAMP in your motherboard, your memory will be running at 2133Mhz, which might very well be the issue.

Also, what is your C drive and why is it hitting 100% usage all the time? That really shouldn't happen, unless you're doing something intensive in your PC..

Those two things might very well be an issue

and fraps is windows 7 and lower so i cant do that because im windows 10

Fraps hasn't been updated in years, but it still works fine. I still use it for benchmarking on Windows 10, so does Bitwit.
