You cannot replace the silicon.  Normally these things are cleaned with compressed air.  If you can’t get all the screws out you cannot take it apart.  You need the correct tool to not strip the screws

Not a pro, not even very good.  I’m just old and have time currently.  Assuming I know a lot about computers can be a mistake.

You shouldn't need to unscrew any screws in strange parts, typically only those on the back of the card. Have you tried pulling harder? Not enough to break it, but sometimes the heatsink requires some force to pull off.

Those look vaguely like torx bits.  Using a philips head screw driver on them will only mess them up.

Did you tried to remove screw from front panel where’s all connectors instead of this screws?
Slightly different card but same manufacturer so this may help

@behnamfrozen First pic they look like screws for fan shroud so I don’t think you have to remove them in order to remove heatsink from pcb

Second pic they look like for mounting backplate to pcb so you don’t need to remove them as well in order to take heatsink off.
Looking at your previous pictures this heatsink should come off by now, try to put some pressure but not too much. Try to wiggle it maybe.
